Anupam Agrawal is a 2008-batch Indian Police Service (IPS) officer of the Karnataka cadre. He hit the headlines in September 2023 after he was appointed as the Commissioner of the Mangaluru Police.

Anupam Agrawal was born on Wednesday, 17 March 1982 (age 41 years; as of 2023) in Jodhpur, Rajasthan. His zodiac sign is Pisces. He did his schooling in Rajasthan. In 2000, he enrolled at the Jai Narain Vyas University in Jodhpur, Rajasthan, where he earned a bachelor’s degree in commerce in 2002. He pursued chartered accountancy at the Institute of Chartered Accountants of India (ICAI) from 2000 to 2003. In 2006, Anupam shifted to Mumbai, where he started working in The Phoenix Mills Ltd; he worked there till 2008. He appeared for the UPSC civil services examination in 2007 and managed to clear it. His All-India Ranking was 103. In 2008, he reported at the Sardar Vallabhbhai Patel National Police Academy (SVPNPA) in Hyderabad, Telangana, where he underwent a police training module.

Career

Anupam Agrawal was commissioned as an IPS officer from SVPNPA on 1 August 2008 and was allotted the Karnataka cadre. After completing training, he was posted to Davangere, Karnataka, where he was appointed as the Assistant Superintendent of Police (ASP).

After completing his probation period of two years, he was sent to the Ramanagara district, where he served as the Superintendent of Police (SP). He was later appointed as the SP of Vijayapura. In 2014, he was promoted and sent to Belgaum, where he was appointed the Deputy Commissioner of Police (Law and Order). In August 2016, the Government of Karnataka appointed him as the director of The Department of Youth Empowerment & Sports; he remained in the post till March 2018.

He became the Bengaluru Metropolitan Transport Corporation’s director in December 2018. He served in the post till January 2020. In May 2022, he took over the charge of Karnataka Police Academy. He replaced IPS officer Pravin Madhukar Pawar to hold the charge. He got promoted in January 2023 and became the Deputy Inspector-General of Police (North East Range) in Mysuru.

In September 2023, he was made the Commissioner of the Police in Mangaluru. After taking charge, Anupam, in an interview, said that he would focus on improving the technology used by the police force as well as reducing the drug peddling incidents in the city. He talked about it and said,

Drug related issues are on the rise and my processor Jain has done a lot of work as part of the ‘Nasha Mukt Mangaluru Abhiyan,’ which has been very successful. We will discuss with all the officers, and see what best can be done to maintain harmony in this area.”

Controversy

Accused of Not Allowing Athletes To Train in A Stadium

Anupam Agrawal hit the headlines in 2017 after he reportedly barred athletes from using the track at the Sree Kanteerava Stadium while serving as its director. Reportedly, he asked the athletes not to enter the stadium and ordered a few police personnel to stand guard outside as his wife used the stadium for exercising. He also issued an order to the nearby police station to register an FIR against anyone who tried to forcefully enter the stadium. A national-level athlete who was not allowed to enter the stadium, in an interview, said,

We were stranded in front of the gate for a long time and were informed that we wouldn’t be allowed inside the stadium. With no option left, we all were forced to go to Cubbon Park for practice.”

Pramod Madhwaraj, the then Youth Services Department and Animal Husbandry Minister, criticised and called for an investigation against Anupam Agrawal for issuing such orders to the police department and not allowing the athletes to use the track of the stadium. He, in an interview, said,

The stadium is not the government’s property, nor the property of Anupam Agarwal. It’s the property of the citizens of this state. A thorough inquiry should be laid and the public servant should be rightly impeached.”

  • In October 2023, a person impersonating the Commissioner of Mysore, Anupam Agrawal, began asking for money citing personal reasons from the residents of Mangaluru. After the incident came to light, Anupam took to social media asking the citizens to not fall into the trap and stay vigilant.
