Rishi Kumar Shukla is an IPS officer. He took over the charge as the director of the CBI (The Central Bureau of Investigation) on 2 February 2019 for a tenure of 2 years.

Rishi Kumar Shukla was born on 23 August 1960 (age 58 years; as in 2018) in Gwalior, Madhya Pradesh, India. He did his elementary schooling from Carmel Convent Senior Secondary School, Gwalior and moved to Kolkata along with his family as his father was placed as the General Manager in Hindustan Motors. He attended a Hindi high school in Kolkata to complete his further education. He was a bright student in his school days and firstly got admission into IIT Kharagpur and then in IIT Kanpur. However, Shukla couldn’t continue his education due to family issues. He, then, went back to Gwalior and enrolled in a college to pursue B.Com. Thereafter, he pursued M. A. in Philosophy. In 1983, after completing post-graduation, he appeared for the UPSC and cracked the exam in his first attempt.

Rishi Kumar Shukla belongs to a Brahmin Hindu Family. His father, Bal Krishna Shukla, was an Engineer in Madhya Pradesh Electricity Board, Gwalior and a General Manager in Hindustan Motors, Kolkata. He has an elder sister named Shramita Pandey.
His grandfather, Rameshwar Shastri, was a famous Ayurvedacharya in Lala Ka Bazaar. Moreover, the street where his grandfather used to practice has been named after his grandfather as Doctor Rameshwar Shastri Lane/Lala Ka Bazaar.
He is married to Neelam, who is a school teacher. The couple has two daughters. Both of them are engineers.
Career
Rishi Kumar Shukla is an Indian Police Services Officer of 1983-batch from Madhya Pradesh cadre. After completing his training from the National Police Academy, Rishi was posted in Shivpuri, Damoh, Raipur, and Mandsaur districts of Madhya Pradesh and Chattisgarh. He was just 23-years-old when he joined the office and also was one of the youngest IPS Officers of the batch.
In 2005, he played a significant role in the banishment of Abu Salem and his then-girlfriend Monica Bedi.
In 2016, Shukla was handpicked as the DGP of Madhya Pradesh by the then Chief Minister of the state. During his incumbency, he took strict action against the corrupt police officers. Also, he was responsible for carrying out the encounter of 8 SIMI (Students Islamic Movement of India), just a few hours after they broke out the Bhopal Central Jail, during his term.
Rishi was the person behind the technological advancement of the Madhya Pradesh Police and was also behind the Dial 100 system. Besides that, he is the first DGP of MP to have an official Twitter account. He also introduced the Anti-Terrorist Squad (ATS) and Special Task Force (STF) to Madhya Pradesh Police.
Rishi has received training for crisis management and hostage negotiations from the USA. He was briefly linked with the Intelligence Bureau for handling sensitive cases.
From October 2018 to December 2018, Shukla was on leave for 6 weeks due to his bypass surgery. On 4th December 2018, after he resumed the charge as DGP under the newly elected Congress Government, he was transferred and made the chairman of the Madhya Pradesh Police Housing Corporation (30 January 2019).
After 3 days, on 2nd February 2017, Rishi was appointed as the Director of the Central Bureau of Investigation (CBI) for a fixed term of 2 years.

Controversy
During the term of the Congress Government in Madhya Pradesh, he was replaced with V.K. Singh by the Kamal Nath government on 30 January 2019, as it considered Rishi Kumar Shukla behind the arrest of a Pro-Congress YouTuber, Abhishek Mishra. Also, the MP government had issues with Shukla’s decision making in the postings of some IPS officers.
Facts
- He loves playing tennis and has won many inter-department tennis tournaments.
- He is the second police officer from Madhya Pradesh to work as the director of CBI; the first being the founder-director D. P. Kohli.
- Rishi served as the DGP of Madhya Pradesh from June 2016 till 30 January 2019.
- It was during his term as a DGP that the farmers’ agitation took place in Madhya Pradesh, which lead to the death of six farmers during a police firing in Mandsaur on 6 June 2017.
- Interestingly, Rishi has served as the Chairman of Madhya Pradesh Police Housing Corporation in Bhopal only for 3 days.
