V. C. Sajjanar (IPS)- Biography of the Hyderabad Encounter Officer

 

Within 10 days of the horrific gang rape and murder (on 27 November 2019) of a 27-year-old veterinary doctor in Hyderabad, another name surfaced on social media and became a national hero, and that name is of V. C. Sajjanar who led the encounter of the four accused involved in the gang rape and murder of the veterinary doctor.

An Encounter that Made Him a National Hero

On the morning of 6 December 2019, the nation awoke with the news of the encounter of all the four accused in the 2019 Hyderabad Gang Rape & Murder Case, and the encounter was led by none other than V. C. Sajjanar. The social media erupted in praise for the Cyberabad Police Commissioner, V. C. Sajjanar, after all the four accused- Mohammad Ali alias Mohammad Arif, Jollu Shiva, Jollu Naveen Kumar, and Chintakunta Chenna Keshavulu were killed in an encounter after they tried to flee from the site of the crime.

In a pre-dawn encounter, the Cyberabad Police shot dead all the four suspects of the veterinarian’s rape and murder case. Reportedly, around 3 am on 6 December 2019, the police opened fire on them on the National Highway 4 near Hyderabad at the very same place, where the charred body of the 27-year-old victim was found. The police had taken the accused to the spot for the recreation of the crime scene. According to the police, soon after their arrival at the spot, the accused started stoning the cops in order to escape. Even after a repeated warning to surrender, the accused didn’t follow the instructions; forcing the police to encounter them.

Soon after the news about the encounter of the four accused in the 2019 Hyderabad Gang Rape & Murder erupted, the victim’s father said that he was very happy and thanked the Telangana Police, especially to Mr. V. C. Sajjanar. Reacting to the news of the encounter, the father of the veterinarian said,

It has been 10 days since the day my daughter died. I express my gratitude towards the police and government for this. My daughter’s soul must be at peace now.”

A Dynamic Career as an IPS Officer

Born on Thursday, 24 October 1968 (age 51 years; as in 2019), V. C. Sajjanar is an IPS Officer of the 1996 Batch. He joined the Indian Police Service on 6 September 1996. He holds a bachelor’s degree in Commerce (B.Com.) and a Master’s degree in Business Administration (MBA). Considered one of the most dynamic police officers in the country, Mr. Sajjanar started his career as an Assistant Superintendent of Police of Jangaon (Warangal District) in Telangana. Thereafter, he went on to serve various key positions including the Deputy Inspector General of Police (Special Intelligence Branch) and the Inspector General of Police (Special Intelligence Branch). Before being posted with the Intelligence Wing, Sajjanar was with the OCTOPUS and the Economic Offences Wing (CID) holding Superintendent of Police rank. In March 2018, he was appointed as the Cyberabad Police Commissioner; replacing Sandeep Shandilya who was promoted as the Additional Director-General.

A Role Model

Mr. V. C. Sajjanar is considered one of the most dynamic and disciplined police officers in the country. Soon after taking the charge as the Cyberabad Police Commissioner in March 2018, he has taken many initiatives to curb the crime establishing a welfare society in the state. He is famous for the vibrant development in the IT sector and has organized various events at the international level, since his appointment. Apart from these, he has given priority to the issues pertaining to the safety of women and children, security of IT and other industries, road safety & traffic issues. He never misses a chance to give a public message to perform their fundamental duties and is often spotted casting his vote during the election time along with his wife Anupa.

Expunged the Maoist Activities in Telangana

While serving as the Inspector General of Police (Special Intelligence Branch), Mr. Sajjanar played a key role in curbing the Maoist activities in Telangana. Exclusively set up to collect intel and evolve counter-strategies against the Maoists, the SIB under Sajjanar has been successful in keeping Maoist activities in the country’s youngest State (Telangana) to a bare minimum. Praising Mr. Sajjanar on this rare feat, the Director-General of Police, M Mahender Reddy, recently made it clear that there was no presence or movement of Maoists in Telangana under the able supervision of Mr. V. C. Sajjanar.

Encounter Specialist

With his pro-active approach to curbing the crime, Mr. V. C. Sajjanar has earned the tag of the “Encounter Specialist” in the popular media. Before the encounter of the four accused who were involved in the 2019 Hyderabad Gang Rape & Murder, he had led a similar encounter of the accused in an equally sensational acid attack case in December 2008 in Warangal District of Telangana. He was the Superintendent of Police of Warangal District in the Y. S. Rajaskehar Reddy regime when three youths carried out an acid attack on two girls- Swapnika and Pranitha when they were going on a scooty to college. The two girls were studying engineering at the Kakatiya Institute of Technology in Warangal. Reportedly, Swapnika had rejected the proposal of Srinivas, the main accused in that sensational acid attack. According to the police, Srinivas waylaid the girls and attacked them with acid along with his friends P Harikrishna and B Sanjay. While Swapnika died on the spot, Pranitha recovered after prolonged treatment. Soon after the incident, a huge public outrage erupted in the state and across the nation. After nabbing down the accused, the police under the able leadership of Mr. V. C. Sajjanar produced them before the media, where they confessed their crime. Later, they were taken to the spot to recreate the scene of the crime; however, they tried to flee and revolted against the cops, and in defence, the police had to encounter them.

Extra-Judicial Killing

While many appreciated the police action under Mr. V. C. Sajjanar’s leadership, several rights activists did not support it on the pretext that the police should not deliver judgement. Human rights activists slammed the government and the police for ”extra-judicial” killing.
